Bhutan’s Gelephu Mindfulness City launches fast-track licensing for regulated crypto firms

Accelerated Licensing Pathway for Regulated Firms

Gelephu Mindfulness City (GMC) has introduced an accelerated licensing pathway for companies already regulated in leading global financial centres such as Singapore, Abu Dhabi Global Market (ADGM), and Hong Kong. In many jurisdictions, obtaining a license does not mean a company can begin operations immediately.

Key Partnerships and Regulatory Developments

  • OxPay has secured a Bhutan licence for its Oxygen7 platform to launch a regulated crypto payment service in Gelephu Mindfulness City, with operations set to begin in 2026.
  • DK Bank executed its first Bitcoin-backed loan in Gelephu Mindfulness City, marking a significant step in the development of the region as a regulated financial hub.
  • Bhutan and Cumberland DRW have signed a multi-year memorandum of understanding to build a crypto ecosystem in Gelephu Mindfulness City (GMC).

Introduction of TER Digital Token

Bhutan has launched TER, the world’s first sovereign-backed, physical gold-backed digital token, through its Gelephu Mindfulness City (GMC) special administrative region. Each unit of TER represents 0.01g of .9999 fine gold, offering holders real, allocated gold in their name.

TER is designed to set a new standard for asset-backed digital currencies with full transparency and physical gold on-chain.

Government Commitment and Funding

Bhutan has pledged up to 10,000 Bitcoin (approximately USD 1 billion) from its sovereign reserves to support the long-term development of Gelephu Mindfulness City, positioning it as a new economic hub focused on mindfulness, sustainability, and innovation.
